Joel T. Bowers is a partner in the South Bend office of Barnes & Thornburg and a member of the firm's Environmental Department and Litigation Department. Joel focuses his practice on environmental compliance and enforcement (including air quality and chemical regulation); remediation, corrective action and voluntary clean-ups; cost recovery defense; environmental diligence for commercial and real estate 'brownfields' transactions; and wetlands permitting. He also represents industrial, institutional and individual clients in judicial and administrative environmental enforcement proceedings at federal, state and local levels.

Joel T. Bowers is a partner in the South Bend office of Barnes & Thornburg and a member of the firm's Environmental Department and Litigation Department. Joel focuses his practice on environmental compliance and enforcement (including air quality and chemical regulation); remediation, corrective action and voluntary clean-ups; cost recovery defense; environmental diligence for commercial and real estate 'brownfields' transactions; and wetlands permitting. He also represents industrial, institutional and individual clients in judicial and administrative environmental enforcement proceedings at federal, state and local levels.

Joel regularly presents on environmental topics for legal and professional audiences. He is a member of the ABA Section of Environment, Energy and Resources; Elkhart Chamber of Commerce, Environmental Committee; Northwest Indiana Forum, Environmental Committee; Indiana State Bar Association; and the Saint Joseph County Bar Association.

Since 2017, Joel has been named on the Indiana Super Lawyers Rising Stars list for his work in environmental law.

Outside of his legal practice, Joel is active in the community as a board member for Life Treatment Centers, the Isaak Walton League - St. Joseph County Chapter, the Friends of the St. Joseph County Parks, and the Cubscouts Pack 555 advisory committee.

Joel graduated cum laude from Wayne State University Law School where he was a senior note and comment editor for the Wayne Law Review. Joel received his B.A., magna cum laude, from the University of Notre Dame.

Joel is admitted to practice in the state of Indiana.

EXPERIENCE
  • Barnes & Thornburg represented a Japanese cathode material manufacturer for ion lithium batteries for automotive in acquiring a $35 million federal grant from the Department of Energy to establish a new manufacturing plant in Battle Creek Michigan.
  • Representation of municipal utility in defense of Sierra Club administrative contested case challenge of NPDES Permit (including ash pond groundwater monitoring); Mandamus litigation in Circuit Court to compel MDEQ issuance of air permit, and successfully opposed Sierra Club intervention, affirmed on appeal; intervened and successfully defended Sierra Club/Natural Resources Defense Council (NRDC) challenges in Circuit Court to air permit to install for coal-fired power plant, affirmed on appeal.
