With more than four decades of hands-on experience, Michael Hordell advises clients nationwide on the full range of government contract-related issues. Having been granted Top Secret/Sensitive Compartmented Information clearance, Michael’s clients are able to draw on his private practice and government contract legal, business and strategic experience regarding their classified procurements.

With more than four decades of hands-on experience, Michael Hordell advises clients nationwide on the full range of government contract-related issues. Having been granted Top Secret/Sensitive Compartmented Information clearance, Michael’s clients are able to draw on his private practice and government contract legal, business and strategic experience regarding their classified procurements.

Michael advises clients on virtually all areas of government contracting, including proposal preparation and business and government contract strategic advice counseling, contract disputes and closeouts. Michael also prosecutes and defends bid protests at the U.S. Government Accountability Office, the U.S. Court of Federal Claims, federal agencies and other forums.

Moreover, Michael provides comprehensive legal counsel pertaining to teaming agreements, joint ventures, strategic alliances and subcontracting relationships. Further, he provides his clients advice concerning issues related to ethical data and computer software rights, mergers and acquisitions, procurement fraud, small business preferences, grants, cooperative agreements and other transaction agreements, suspension and debarment matters, and compliance reviews.

Michael has been granted a Top Secret/Sensitive Compartmented Information with polygraph clearance/access from the U.S. government, permitting him to assist contractors with classified matters. He helps clients identify contract or grant opportunities, and works with them as they develop proposals addressing the government's needs as described in the solicitation documents. He also provides general business counseling in employment law and corporate matters, and represents clients in commercial litigation before state and federal courts.

Michael is a frequent lecturer and author on a variety of government contracts topics. Among his publications is “Winning Proposals and Pricing/Cost Strategies: A Guide for the Federal Contractor,” a book designed to help companies doing business and those wanting to do business with the government, published by Thompson Information Services (2016).

Before returning to private practice, Michael, in addition to writing bid protest decisions for the signature of the Comptroller General of the United States, served as procurement counsel at the General Accounting Office (now known as the U.S. Government Accountability Office). He was awarded a Certificate of Merit for significant contributions to GAO's Document Handling and Information Services Facility and Information Handling and Support Facility.
