Neal Steinbart was dedicated to offering his clients solutions that are both cost-effective and actionable in negotiating and closing a full array of public finance transactions. After decades of practice, there are few challenges that Neal did not face and he brought this honed perspective to the clients he served.

Neal Steinbart was dedicated to offering his clients solutions that are both cost-effective and actionable in negotiating and closing a full array of public finance transactions. After decades of practice, there are few challenges that Neal did not face and he brought this honed perspective to the clients he served.

Neal served as bond counsel in a wide variety of tax-exempt financings. He represented issuers, underwriters, borrowers and credit providers. Neal's financings for the state of Indiana and its counties, cities, towns, townships, school corporations and special taxing districts have ranged from general obligation bonds to tax increment bonds to revenue bonds.

Neal’s work included financings of public buildings, transportation systems and other infrastructure; economic development and redevelopment projects; manufacturing facilities; airports; sewer, water and solid waste disposal facilities; single-family and multi-family housing; working capital; and nonprofit facilities such as colleges and universities, hospitals, retirement communities, museums, and primary and secondary schools. He counseled clients on a wide variety of complex financial products, including variable rate bonds, commercial paper, guaranteed investment contracts, and derivative products such as interest rate swaps and caps.

Neal’s experience of more than 30 years included some of the largest, most complex and highest-profile municipal finance projects in Indiana. Easy-going and down-to-earth, Neal was able to distill complicated transactions into their critical components, thereby helping his clients bypass the legalese and focus instead on key business decisions.

  • Manufacturing, Solid Waste Disposal and Other Exempt Facilities: bond counsel for more than $1.5 billion of tax-exempt bonds for manufacturing facilities, solid waste disposal facilities and other exempt facilities for private businesses
  • Housing: underwriters' counsel for more than $460 million of tax-exempt bonds for multifamily and single family housing
  • Public Infrastructure: bond counsel, underwriters' counsel or issuer's counsel for more than $3 billion of tax-exempt bonds for public buildings, transportation systems and other public infrastructure.
