Jason R. Barclay is a partner in the firm’s Indianapolis, Indiana office. He is a member of the Litigation Department, represents clients in complex white collar criminal investigations, civil enforcement actions and administrative proceedings before state and federal regulatory bodies. He has led internal investigations and implemented internal controls to help corporations identify and remedy fraud or other misconduct in the workplace.

Mr. Barclay previously served as special counsel and policy director to Indiana Governor Mitch Daniels, where he advised the Governor on legal matters and oversaw the state’s public safety, homeland security, and gaming agencies. During his tenure with the Governor, he wrote legislation that created the Office of the Inspector General, strengthened Indiana’s ethics and public integrity laws, and expanded enforcement and regulatory oversight of public gaming. In 2005, Mr. Barclay negotiated a constitutional rights settlement with the U.S. Department of Justice on behalf of the state.

Mr. Barclay is a graduate of Duke University and the University of Virginia School of Law. He chaired the board of trustees of the Indiana Criminal Justice Institute and currently serves on the board of directors of the Indiana Sports Corporation. Mr. Barclay has served on the local organizing committees for the Men’s NCAA Final Four Basketball Championship and the USA Outdoor Track & Field Championships. He was also awarded the Distinguished Service Medal for his work in state government with the National Guard.

Mr. Barclay is admitted to practice before all Indiana courts, the U.S. District Courts for the Southern and Northern Districts of Indiana, and the U.S. Court of Appeals for the Seventh Circuit.
