Matthew J. Michaels is an associate in the Corporate Department of Barnes & Thornburg LLP’s Washington, D.C., office. He focuses his practice on various aspects of federal procurement law, including regulatory compliance, bid protest and size protest, small business contracting, the GSA Schedule, and corporate transactions.

He previously served as general counsel for an information technology firm in the healthcare industry. He represented that company in all aspects of bid protests and contract negotiations with the federal government and reviewed and executed contractual agreements. Mr. Michaels also developed policies and procedures for corporate compliance and federal cybersecurity requirements; managed proposals and reviewed proposals for compliance and advised on bid/no-bid decisions for solicitations; counseled executives on sensitive human resource matters; and advised on procurement regulations and strategies.

Prior to entering law school, he was a business communications consultant in Seoul, South Korea, for four years, working with high-level Korean executives.

Mr. Michaels earned a J.D., cum laude, from The George Washington University Law School, where he was president of the Government Contracts Student Association. During law school, he worked as a legal intern for the Honorable Judge Lydia Kay Griggsby of the U.S. Court of Federal Claims, a student attorney for the DC Law Students in Court legal clinic and a program manager at the Public Contracting Institute. Mr. Michaels earned a B.A. from Skidmore College.

He is a member of the American Bar Association’s Section of Public Contract Law.

Mr. Michaels is admitted to practice in the state of Virginia.

Mr. Michaels is not regularly admitted to practice law in the local courts of the District of Columbia, and pursuant to Rule 49 is working under the supervision of a member of the D.C. Bar pending his admission.
