Brian L. Burdick is managing partner of Barnes & Thornburg LLP’s Indianapolis office, where he concentrates his practice in the areas of government services and public finance.

Mr. Burdick’s government services practice focuses primarily on representing both public and private clients before state and local regulatory bodies and administrative agencies, counseling them on public contracting and bidding, state and local government ethics laws, and financing transactions. As a registered lobbyist, he represents numerous public and private clients before the Indiana General Assembly and advises them on Indiana’s lobbying, election and campaign finance laws.

In the public finance area, Mr. Burdick serves as special counsel to commercial and investment banks, money management firms, and registered investment advisors advising them on issues in the tax-exempt marketplace including Indiana public-fund banking and investment issues. Mr. Burdick also represents governmental entities as well as underwriters and credit providers in their various roles in public debt offerings. He serves as general counsel to the Indiana Bond Bank and the Indiana County Treasurers’ Association.

Mr. Burdick is a partner and a member of the firm’s management committee. Since 2007, Mr. Burdick has been included in The Best Lawyers in America® in the fields of government relations law and municipal law. In 2014, he was recognized by Best Lawyers as a "Lawyer of the Year" in the area of government relations.

Mr. Burdick served as deputy treasurer of state under State Treasurer Marjorie H. O’Laughlin from 1991 until he joined Barnes & Thornburg in 1995. In this capacity, he managed the state’s $2.5 billion investment portfolio and advised the treasurer on various tax-exempt financing matters. He was a member of the Underground Storage Tank Financial Assurance Board until leaving state government and continues to be a frequent speaker on public cash management investment issues to state and local public-fund investment officers. Mr. Burdick is a former governor appointee to and chairman of the Indiana Election Commission and served on the Board of Governors of the Governmental Affairs Society of Indiana.

Mr. Burdick received his B.A. summa cum laude from Wabash College in 1991 and his J.D. cum laude from Indiana University Robert H. McKinney School of Law in 1995. He served as an associate editor on the Indiana Law Review and is a member of Phi Beta Kappa.

He is admitted to practice before the state and federal courts in Indiana.
